Instant/Tatkal FSSAI License and Registration
According to the FSS (Licensing and Registration of Food Businesses) Regulations, 2011, Fssai Registration or licenses will be approved within 60 days and registrations within 07 days.FSSAI has been decided by the Food Authority, To make the process faster for instant issuance of licenses/registrations for specific categories such as wholesalers, distributors, retailers, transporters, storage without atmospheric control, importers, food vending agencies, direct sellers and merchant-exporters. FSSAI will now offer instant licenses and registrations,This instant issuance via FSSAI's Food Safety Compliance System (FoSCOS) shall be subject to digital verification through GST, CIN, PAN, AADHAAR, etc. and conditions as Describe below under para 2 below. This new option will be available in addition to the existing method for applying and obtaining licenses and registrations.
2.The instant/Tatkal issuance of fssai licenses/registrations will have the following changes and conditions compared to the current process:
This will apply only to certain types of businesses and specific food product categories, as listed in Annexure-1.

a)Application for fssai license for Proprietorship Firms:
GST (Goods and Services Tax): Verification through the firm's GST registration.
Aadhaar: Verification through the owner's identity using their Aadhaar card.
b) Application for fssai license Partnership/Registered Firms:
CIN (Corporate Identification Number): Verification through the firm's CIN for registration details.
GST (Goods and Services Tax): Verification through the firm's GST registration.
Aadhaar: Verify the partners' identities using their Aadhaar cards.

Methods for Digital Verification of Instant fssai Registration:
For petty FBOs (Food Business Operators):
For Sr. No. 1 to 9: Verification will be done using both PAN (Permanent Account Number) and AADHAAR.
For Sr. No. 10 & 11: Only AADHAAR will be used for verification, as per the Key of Businesses (KoBs) mentioned in Annexure-1.
Requirements for FBO
1. Declaration:
FBO must declare that they do not have a valid license or registration at the same pre-wrapmises.
FBO must also confirm that their license or registration has not been suspended or cancelled in the last three months.
2. Photographs:
FBO also need to upload photos of their business unit photograph. These photograph should include the entrance or front of the unit to help identify their business.
3. Validity and Renewal:
The instant/Tatkal license or registration will be valid for one year.
After one year, it can be renewed following the existing renewal procedures.
4. Payment:
FBO also pay the full annual fee for the fssai license or registration.
5. Disclaimers:
The instantly granted fssai license or registration will include disclaimers displayed on the first page of the license or registration copy.

This Instant/Tatkal fssai license or registration is issued immediately based on the information provided by the FBO. If any false information is found, a penalty of up to Rs. 10 lakhs can be imposed under Section 61 of the FSS Act, 2006.
This fssai instant license or registration copy does not prove ownership of the property. The designated officers, registration authorities, or food safety officers have the authority under the FSS Act, 2006, and related rules and regulations to carry out enforcement actions in their area to ensure food safety compliance.
Instant (Tatkal) issuance of License/Registration, with the exception of Partnership/Registered firms mentioned in para 2(ii), will start in the States/UTs of Assam, Delhi, Gujarat, Jammu & Kashmir, and Kerala from June 28, 2024.
You can apply for and get an Instant (Tatkal) License/Registration on the homepage of the Food Safety Compliance System (FoSCOS). A User Manual will also be available under the 'User Manual/Guidance Document' tab on FoSCOS soon.
For the instant fssai license/registration, prepared food (loose food) is allowed only for serial no 10 and 11. In case of other KoBs mentioned above (excluding S. No. 10 & 11) only prepare-packed products are allowed.
Direct seller KoB will be made live by 10th July, 2024.

1. Which food businesses can avail the benefit of the scheme for instant issuance of FSSAI licence/registration?
A. This scheme has been formulated for instant issuance of licence/registration to food businesses of certain sectors through digital verification. This means that the scheme is applicable to all the categories of wholesalers, distributors, retailers, food carriers, warehousing (without controlled environment + coded storage), importers, food selling agencies, direct sellers, trade-exporters, small vendors of food/tea shops, and hawkers (roaming/mobile food vendors). It is for food business which does not include food items like milk, meat and fish.
What is the suitable food product category for breakfast/tea stall and hawker?
A. If the food business deals only with freshly cooked/prepared food items, then it is necessary to select FPC 16
(prepared food items). In addition, if the food business is involved in the retail sale of packaged food items of other companies, it must select the appropriate food company.
The activities of processing, wholesaling, distribution, warehousing, direct processing and food processing agencies include Can businesses obtain immediate licenses/registration for meat and fish processing?
Food Business is not permitted to trade in meat and meat products and fish and fish products under Tatkal fssai Licensing/Registration for retailer, wholesaler, distributor, warehousing, direct seller and food vending agency. Further, in case of transport, permission for trade of dairy, meat and fish products is not under immediate license/registration.
How can I apply for instant Special Business Operator License and Registration?
A. Instant License/Registration can be applied through FoSCoS – https://foscos.fssai.gov.in which can also be accessed through mobile phone. Food businesses can seek assistance through FSSAI helpline 1800112100 or helpdesk-foscos@fssai.gov.in.
What are the payment requirements for instant licence/registration?
Answer: Applicant is required to pay full fee for instant fssai licence/registration at the time of filing the application. Fee structure for licence/registration is as per existing provision. In case of registration - ०. 100, State License -. 2000,
Children License - ₹7500 plus GST.
How is the instant issuance process different from the regular application process?
A. Under the regular process, checking and verification is done by the Food Officer. The instant issuance process depends on digital verification of PAN, GST, AADHAAR, CIN etc.

A. The Fssai instant licences/registrations will be given for one year.
Further, special businesses can renew their licences/registrations for a period of 1-5 years as per the existing provisions.
Who cannot apply for Fssai licence/registration under 'Urgent Provisions'?

• Who already possess a valid Fssai licence/registration for the same premises
• Whose fssai licence/registration has been suspended by the authority
• Whose licence/registration has been cancelled by the authority in the last three months.
• Which do not fall under the category of business listed for immediate issuance of licence. Food businesses who have obtained licence/registration under wrong type of business or not as per eligibility criteria can be penalised under Section 61 of the FSS Act, 2006, wherein any wrong declaration can attract a penalty of up to Rs 10 lakh.
